The secondary tier of Government is largely responsible for domestic services of a nation that are often needing predictive knowledge, process and billing functions that is made more efficient through IoT.  The scale of State Government lends itself to autonomous process for regulation and delivering household resources that need measuring and recurring billing.  State is also responsible to monitoring of disruptive natural events like flood, weather and fire that would use sensoring and predictive algorithms for determining the spread and timing of resource responses that can be delivered through IoT.
